Meaning, that as long as you have the clan approach - LP or NP - to facilitating the access to employment, education and contacts, the island is downgrading 50% of its main asset - i.e. the skills base of the island. This is also leading to a persistent brain drain. Instead we import labour with a minimal ability to add value added. 2. It is not clear what is the real value added of the tourism sector to the economy today. While it is financially attractive to hotel operators, language schools etc., it is probably surfing on implicit subsidies (relating to underpriced infrastructures, such as the provision of energy, waste water and sewerage, roads, health sector etc.). Understanding this is important as this sector is a significant driver to immigration of low cost labor. The attempts (largely under the sponsorship of the Central Bank) to develop an economic input-output model that could shed light on this are inconclusive and do not take account of the distorted prcing of infrastructure. 3. The education stipend spend - in its present form - is an economic disaster. It is a double whammer. It cuts the incentive for local youth to enter the labor market and in effect encourages resort to imported labor. Go to Scandinavia, for instance, or to any average size town in France or Belgium in summer, and see what I mean. Most of the workforce in the restaurant sector are mostly local youth. Changing this youth mindset - and reducing the lure of cheap foreign labor - are difficult but essential long term measures to underlie any change in the economic model. There are other things....
